Alibaba puts Qwen-Image-2.1 under a non-commercial licence after Apache 2.0 predecessors

Qwen-Image-2.1, released on 20 September 2026, ships under the Qwen Research License for non-commercial use only. Earlier Qwen-Image models used Apache 2.0.

Alibaba's Qwen team released Qwen-Image-2.1 on 20 September 2026, an open-weight image generation and editing model with a 7-billion-parameter generation component. The weights ship under the Qwen Research License Agreement, which grants rights for non-commercial purposes only. Earlier Qwen-Image releases on Hugging Face carry the Apache 2.0 licence, which allows commercial use. Companies that want to use Qwen-Image-2.1 in products now need a separate commercial licence from Alibaba's Tongyi lab.

Key facts

  • Released: 20 September 2026, with weights on Hugging Face and ModelScope
  • Licence: Qwen Research License Agreement, non-commercial use only; commercial use needs a separate licence
  • Earlier Qwen-Image, Qwen-Image-2512 and Qwen-Image-Edit-2511 model cards list Apache 2.0
  • Model: 7B-parameter visual generation component, text-to-image and editing, transparent RGBA output
  • Derivative models must display "Built with Qwen" or "Improved using Qwen"
  • Qwen-Image-2.1-Turbo followed on 9 October 2026 under the same research licence

What Alibaba released

Alibaba's Qwen team released Qwen-Image-2.1 on 20 September 2026, according to the news log on its GitHub page. The model handles text-to-image generation and image editing in one network. The model card says its visual generation component has 7 billion parameters across 32 single-stream DiT layers. It can generate transparent RGBA images, edit transparent layers, extract subjects from photos and take up to 10 reference images for an edit. Diffusers, ComfyUI, vLLM-Omni and SGLang listed day-zero support.

What the licence allows

The weights are published under the Qwen Research License Agreement, dated 20 September 2026. The licensor is Hangzhou Tongyi Laboratory Technology Co., Ltd. Section 2 grants a royalty-free licence to use, copy, modify and distribute the materials "for non-commercial purposes only", and defines non-commercial as research or evaluation. Commercial use requires a separate licence requested from the company.

The licence adds conditions on derivatives. A model trained, fine-tuned or improved with Qwen materials or their outputs must display "Built with Qwen" or "Improved using Qwen" in its documentation. Derivatives may not use "Qwen" as their primary name. Redistributions must carry a copy of the agreement and a notice file. All rights end for anyone who sues the licensor claiming the materials or their outputs infringe intellectual property.

What changed for developers

Earlier Qwen image models were released on more permissive terms. The model cards for Qwen-Image, Qwen-Image-2512 and Qwen-Image-Edit-2511 on Hugging Face all list the Apache 2.0 licence, which allows commercial use without a separate agreement. Those models keep their licence. The change applies to the 2.1 generation: the Qwen-Image-2.1-Turbo model card, published on 9 October 2026, uses the same research licence.

In practice, researchers and hobbyists can download, fine-tune and share Qwen-Image-2.1 as before. Startups and agencies that shipped products on Qwen-Image under Apache 2.0 cannot move to 2.1 on the same terms. On 9 October the Qwen team also opened Qwen-Image-2.1 Pro and Turbo APIs on Alibaba Cloud Model Studio, which gives commercial users a hosted route. The announcement does not explain the licence change, and API prices are not stated on the GitHub page.

What to watch next

The open questions are whether later Qwen language models follow the image models onto a research licence, and what a commercial licence for self-hosted Qwen-Image-2.1 costs. The licence text does not list fees, and it does not say how long a commercial licence lasts. A second point to watch is how the "Built with Qwen" notice rule is applied to fine-tuned checkpoints that community users share on Hugging Face. Developers comparing open image models should check the licence on each model card, not the family name. More licence and release news is collected under Open Source AI.

Questions people ask

Is Qwen-Image-2.1 open source?
Its weights and code are public, but the Qwen Research License allows non-commercial use only. That does not meet common open source definitions, which require commercial use to be allowed.
Can I still use the older Qwen-Image models commercially?
Their Hugging Face model cards list Apache 2.0, which permits commercial use. The research licence applies to the Qwen-Image-2.1 release.
How do I get a commercial licence for Qwen-Image-2.1?
The licence says commercial users must request a separate licence from Hangzhou Tongyi Laboratory Technology Co., Ltd. Hosted access is also sold through Alibaba Cloud Model Studio.
